Payment of 43 trillion Tomans of Public Hospital Claims by September 2025

The Ministry of Health announced that the Social Security Organization will settle approximately 43 trillion tomans (43 “hemt”) of its outstanding debts to public medical universities across the country by the end of September 2025.
Taher Mohebbati, Deputy Minister for Management Development and Resources at the Ministry of Health, stated during a virtual meeting with vice-chancellors of medical universities that the first installment of 14.8 trillion tomans has already been paid. Additional payments will be made over the next two weeks, bringing the total to around 43 trillion tomans.
Mohebbati emphasized that, “After receiving the funds, universities must promptly allocate the amounts to pay staff claims and wages.”
Payment Priorities
The Deputy Minister explained that delays in payments from insurance organizations have led to a chain reaction, postponing salaries, pharmaceutical payments, and medical equipment supplies.
He noted that part of the government’s debt to the Social Security Organization had been cleared through government bonds, totaling 70 trillion tomans, of which 43 trillion tomans has been allocated for settling hospital claims.
Allocation Breakdown
Mohebbati detailed the allocation of the new funds as follows:
- 50% for personnel payments,
- 35% for medicines and medical consumables,
- 15% for other outstanding debts.
He added that managerial bonuses should be paid simultaneously with staff performance bonuses starting in October 2025, and that new construction projects or development plans must be suspended until financial stability is achieved within the universities.
Focus on Smart Financial Management
In conclusion, Mohebbati called for smarter and more scientific financial management in hospitals, urging universities to activate cost-rationalization committees, enhance oversight of hospital operations, and prioritize innovative and accountable managers capable of improving efficiency and generating value-added resources.
He underlined that these measures aim to accelerate payment of healthcare workers’ wages and enhance financial transparency within Iran’s public medical universities.
